Two cubs keep bumping into each other. What am I doing wrong?

All cubs start walking at the same moment, so two paths that cross at the wrong time will collide even if each one looks fine on its own. Try making one path a little longer so the cubs pass a crossing point at different times.

I got a new phone and my levels are gone.

Your stars and unlocked chapters are kept only on the device you played on. There is no account or cloud copy, so progress does not move to another device, and removing the app clears it.

Do I need to be online?

No. Every level, chapter portrait and sound is inside the app, and nothing is downloaded while you play.
